Reauthorizes the construction site inspection task force created by Act 121 (2010) for one additional year with narrowed focus on unlicensed contractor activity rather than broader workplace safety and immigration issues.

Adds three construction industry representatives to the task force membership and makes all task force proceedings public subject to chapter 92F, except law enforcement sensitive matters.

Establishes a fee (amount to be determined) on contractor license applications and a surcharge on biennial license renewals to be deposited in the compliance resolution fund for task force operations.

Requires the task force to submit an initial report by 60 days before the 2011 legislative session and a final report by 60 days before the 2012 legislative session with recommendations for legislation addressing unlicensed contractor activity.

Appropriates funds from the compliance resolution fund (amount unspecified) for fiscal year 2011-2012 to support task force activities, effective July 1, 2050.
