Establishes a prompt payment task force within the Department of Accounting and General Services to examine issues preventing state agencies from making timely payments to nonprofit organizations for goods and services.

Task force membership includes representatives from state procurement office, Department of Budget and Finance, Department of Health, Department of Human Services, Hawaii Alliance of Nonprofit Organizations, Building Industry Association of Hawaii, PHOCUSED, and various legislative committees.

Task force shall examine and resolve payment issues affecting human service nonprofit organizations that deliver pivotal services to individuals, families, and communities, addressing a problem where 50% of Hawaii nonprofits reported late payment issues in 2009.

Task force members serve without compensation or expense reimbursement and must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2012 regular session.

Task force ceases to exist on June 30, 2012, with the Department of Accounting and General Services providing administrative and staff support.
