Adds a new definition of "design-build" to Hawaii Revised Statutes as a project delivery method where a single contract covers both design and construction of infrastructure facilities.

Establishes a two-step competitive sealed proposal process for design-build construction projects: first, a request for qualifications to create a short list of no more than three qualified offerors, followed by a request for proposals submitted only by short-listed firms.

Authorizes procurement officers to pay a conceptual design fee to nonselected offerors who submit technically responsive proposals, with payment terms stated in advance in the solicitation documents.

Modifies Section 103D-303 to clarify competitive sealed proposal procedures, including changes to proposal evaluation language and debriefing requirements for nonselected offerors.

Becomes effective July 1, 2030.
