Appropriates state funds from general revenues to match federal disproportionate share hospital (DSH) allowance allocated to Hawaii for fiscal year 2011-2012.

Secures $10,000,000 per year in federal medicaid DSH appropriations through 2019, with $7,500,000 available for three quarters of fiscal year 2010 and $2,500,000 for the first quarter of fiscal year 2011.

Requires state matching funds to draw down the federal allocations based on Hawaii's federal medical assistance percentage rates for fiscal years 2010 and 2011.

Directs the Department of Human Services to expend the appropriated funds to support medicaid coverage for vulnerable populations and ensure adequate provider payments.

Takes effect July 1, 2050.
