Increases maximum membership of the prepaid health care advisory council from 7 to 9 members.

Adds representatives of health care provider organizations as a required category of council members, alongside medical and public health professionals, consumer representatives, and persons experienced in prepaid health care protection.

Maintains the existing restriction prohibiting members representing health maintenance organizations, mutual benefit societies issuing hospital or medical service plans, or other health care organizations from serving on the council.

Intended to provide the council with health care provider perspectives on health plan benefit design while maintaining independence from health care organizations.
