Amends Hawaii Revised Statutes Chapter 321 to define "home health agency" as any organization providing skilled nursing services, other therapeutic services, or both under physician direction to clients in their homes.

Requires the Department of Health to license all home health agencies to protect the health, safety, and welfare of clients.

Expands the definition beyond the current restrictive interpretation that required agencies to provide both skilled nursing and other therapeutic services simultaneously.

Excludes individuals (even if incorporated) and unpaid or stipended volunteers from the definition of home health agency.

Takes effect upon approval and aligns with Act 21 (2009) which requires licensing of home care agencies providing non-medical services.
