Appropriates general revenue funds to the Department of Health for fiscal years 2011-2012 and 2012-2013 to participate in federal matching grant programs under the Health Information Technology for Economic and Clinical Health Act.

Directs the Department of Health to use appropriated funds for the design or development of health information technology systems that improve health care quality, prevent medical errors, and enhance administrative efficiencies.

Requires the Department of Health to comply with all program-specific requirements and timetables established by the federal Health Information Technology for Economic and Clinical Health Act and implementing federal agencies.

Mandates the Department of Health to submit annual reports to the legislature no later than 20 days before the convening of the Regular Session of 2012 and each year thereafter, detailing expenditures, proposals, and planning outcomes related to health information technology development.

Takes effect on July 1, 2050.
