Directs the University of Hawaii at Manoa College of Social Sciences Public Policy Center to conduct a social audit of the QUEST expanded access program, a Medicaid-managed care program with an annual budget of $500,000,000.

Requires the social audit to determine whether QUEST expanded access is achieving its stated goals of reducing fragmentation of care, ensuring coordination across the health care continuum, and providing fiscally predictable, stable, and sustainable high-quality care.

Mandates formulation of recommendations if the social audit finds that any goals of QUEST expanded access have not been achieved.

Requires the dean of the college to submit the social audit findings and recommendations to the legislature no later than twenty days prior to the 2012 regular session convening.

Appropriates $200,000 from general revenues for fiscal year 2011-2012 to the University of Hawaii to conduct the social audit, effective July 1, 2011.
