Permits teacher and educational officer members of the Hawaii Teacher Standards Board to serve the remainder of their term and up to three consecutive three-year terms even if they retire during a term.

Adds authority for the board to forfeit, restore, and condition teacher licenses, and to develop criteria for a full career and technical education license requiring an associate's degree, pedagogy coursework, industry experience, and content expertise.

Establishes policies and procedures for approving alternative pathways to teaching as a new board power.

Extends the renewal term for advanced licenses from five years to ten years, while standard licenses remain renewable every five years.

Makes timely payment of all applicable license fees a requirement for renewal, with automatic license forfeiture for failure to timely renew, pay fees, or comply with other legal requirements; restoration requires compliance with renewal requirements and payment of all applicable renewal and late fees.
