Changes course and program placement language from "may" to "shall," requiring schools to honor placement from sending schools and provide accommodations such as similar courses or online options when space is limited.

Clarifies military representation on Hawaii's State Council on Educational Opportunity for Military Children by specifying that representatives must be uniformed military personnel from actual military installations.
