Reverses the oversight structure for Kahoolawe island reserve management by placing the Kahoolawe Island Reserve Commission under the Department of Land and Natural Resources (DLNR) oversight, rather than the commission overseeing the department.

Maintains the commission's general administration of the island reserve while clarifying that DLNR has oversight authority over control and management of the island reserve.

Directs 10 percent of conveyance tax revenues to be deposited into the Kahoolawe Rehabilitation Trust Fund to provide sustainable state funding for long-term restoration and maintenance of the island reserve.

Authorizes the commission to solicit and accept grants, donations, and contributions for deposit into the Kahoolawe Rehabilitation Trust Fund.

Effective date: July 1, 2011.
