Expands the definition of "island reserve" under Hawaii Revised Statutes Section 6K-2 to include Molokini island and submerged lands extending two miles seaward from its shoreline, in addition to the existing Kahoolawe island designation.

Amends Section 6K-7 to authorize the Kahoolawe Island Reserve Commission to adopt rules permitting fishing in waters around both Kahoolawe and Molokini islands, consistent with the chapter's purposes and public health and safety considerations.

Includes severability and federal law supremacy clauses to protect the bill's validity if any provision is challenged or conflicts with federal law.

Takes effect upon approval.
