Repeals the uniform maintenance allowance for enlisted personnel of the Hawaii Army and Air National Guard, which was established by Act 196, Session Laws of Hawaii 1967.

Eliminates the $1.50 per day allowance that enlisted personnel received while participating in annual training, year-round training with federal pay authorization, or when ordered to state active duty.

Justifies repeal based on findings that a 2004 tax exemption increase more than covered uniform maintenance costs and that modern military uniforms use wash-and-wear fabric eliminating the need for dry cleaning.

Cites the state budget crisis as rationale for removing the allowance at this time.

Takes effect July 1, 2050.
