Directs the Office of Veterans' Services, Department of Accounting and General Services, and Department of Defense to develop a plan for a memorial honoring veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, Operation New Dawn, Operation Northern Watch, Operation Southern Watch, and other Middle East combat conflicts beginning with Operation Desert Storm.

Proposed memorial location is on the grounds of the state capitol near the Korean and Vietnam War Memorial or another location on Oahu near the state capitol.

Plan shall include proposals for funding the memorial through a public-private partnership.

Requires a public hearing to receive comments and input from interested organizations and residents.

Office of Veterans' Services, Department of Accounting and General Services, and Department of Defense must submit findings and recommendations to the legislature no later than January 1, 2012, with the act taking effect on July 1, 2050.
