Requires the Disability and Communication Access Board to establish a statewide telephone-based audible information access service for individuals with visual impairments, dyslexia, or physical disabilities that prevent them from reading printed materials

Mandates the board to contract with qualified providers based on cost, quality of services, experience, and other appropriate factors to deliver current daily newspapers and periodicals in audio format via local or toll-free telephone numbers

Requires the board to adopt administrative rules by January 1, 2013, including establishing ongoing funding mechanisms for the service

Appropriates unspecified amounts from general funds to the Disability and Communication Access Board special fund for fiscal years 2011-2012 and 2012-2013

Requires the contracted organization to be the Hawaii affiliate of a national organization with affiliates in all fifty states that provides 24/7 access to newspapers, magazines, and TV listings via telephone, internet, or digital audio players
