Extends the lapse date for funds appropriated from the emergency and budget reserve fund for the housing first pilot program from the end of fiscal year 2010-2011 to December 31, 2011.

Amends section 41 of Act 191, Session Laws of Hawaii 2010, to allow the Department of Human Services and Hawaii Public Housing Authority additional time to expend appropriated funds for the chronically homeless housing initiative.

Requires any moneys appropriated for the housing first pilot program that remain unencumbered as of December 31, 2011 to lapse at the close of business on that date.

Addresses delays in fund release by the governor that prevented timely expenditure of moneys before the original fiscal year lapse date.
