Directs the Department of Human Services and Department of Labor and Industrial Relations to jointly develop and implement a homeless job training program providing education, vocational training, work experience, and life-skills training aimed at permanent employment.

Authorizes the program to include on-site housing, private sector hiring incentives with partial wage subsidies from the State, and opportunities for participants to earn wages through public projects such as parks cleanup and landscaping.

Requires participant wages to be held in trust accounts and distributed at program completion for first month's rent, last month's rent, and security deposit for permanent housing.

Appropriates funds from general revenues for fiscal years 2011-2012 and 2012-2013 for program implementation, to be expended by the Department of Human Services.

Takes effect July 1, 2011.
