Appropriates unspecified general revenues for fiscal years 2011-2012 and 2012-2013 to establish safe havens for homeless persons in state-owned surplus or vacant locations.

Safe haven facilities shall include pavilions with overhead shelter, showers, toilets, potable water, coin-operated laundry machines, lockers, and minimum security personnel.

Permits camping at safe haven sites only during nighttime hours, with each homeless person allowed limited possessions and a maximum of one pet as determined by the Department of Human Services.

Designates the Department of Human Services to administer the program and adopt rules under chapter 91 for implementation.

Takes effect July 1, 2030.
