Department of Human Services shall identify state, county, and privately-owned real estate properties statewide that are appropriately zoned with necessary infrastructure for affordable rental housing development under the housing first program.

DHS must identify and provide feasibility and cost analysis for an initial housing first program model project focused on single-resident occupancy affordable rental housing in a centrally located urban core site.

DHS shall strive to locate health, social, educational, and employment services on housing first program project sites where appropriate.

DHS must identify dedicated funding sources for the housing first program.

DHS shall report findings and recommendations to the governor and legislature by December 1, 2011, including property identification by owner and tax map key number, zoning information, property values, implementation potential analysis, and funding source identification.
