Appropriates funds for a housing placement program within the Department of Human Services' homeless programs office, modeled after King County, Washington's successful landlord liaison project that achieved 96% housing retention rates.

Makes appropriations to the Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and counties of Honolulu, Maui, Hawaii, and Kauai to improve and increase affordable rental housing stock.

Requires the Department of Human Services to identify state, county, and privately-owned properties suitable for affordable rental housing development under the housing first program, with preference for centrally-located urban core sites with single-resident occupancy units.

Mandates the Department of Human Services submit findings and recommendations to the governor and legislature by December 1, 2011, including property details, zoning information, valuations, and dedicated funding sources for housing first programs.

Takes effect July 1, 2050.
