Appropriates general revenue funds for fiscal years 2011-2012 and 2012-2013 to the Department of Education to restore two positions supporting youth suicide prevention services.

Restores a peer education program resource teacher position and a full-time clerk-typist position that were eliminated due to budget cuts.

Addresses Hawaii's youth suicide crisis, where suicide is the second leading cause of death for ages 15-24 and the attempted suicide rate for high school students is more than double the national average.

Notes that native Hawaiian youths have the highest rates of suicide attempts and completions among ethnic groups in Hawaii, with males more likely to commit suicide than females.

Takes effect July 1, 2050.
