Authorizes child-placing organizations and child-caring institutions licensed by the Department of Human Services to provide no-cost emergency shelter and related services to minors who consent, without parental permission

Allows minors to consent to shelter when providers cannot contact parents, when parents refuse consent and the minor would face harm if returned home, or when the minor refuses to provide parent contact information due to risk of harm

Limits emergency shelter to 30 continuous days unless extended for emergency purposes, and includes beds, meals, showers, transportation, counseling, medical/dental access, education services, and case management

Grants civil and criminal immunity to providers who comply with the law's requirements, except in cases of gross negligence or willful misconduct

Requires providers to document efforts to contact parents, conduct safety assessments before admitting minors, and report any suspected child abuse or neglect to authorities
