Specifies that sexuality health education must include age-appropriate, medically accurate information on abstinence, contraception, disease prevention methods, and HIV/AIDS prevention.

Requires education to help students develop relationship and communication skills, critical thinking and decision-making abilities, and encourages communication with parents and guardians about sexuality.

Mandates that all public elementary, middle, intermediate, high, and alternative schools provide sexuality health education beginning with the 2013-2014 school year.

Requires the Department of Education to develop and maintain a public list of approved sexuality health education curricula and establish minimum education and training qualifications for teachers.

Allows parents or legal guardians to request in writing that their children be excused from sexuality health education instruction without disciplinary action or academic penalties.
