Early learning council shall conduct a fiscal mapping study to identify funding sources for the early learning system, in cooperation with the department of education, department of health, and department of human services.

Study shall include identification and development of direct funding streams from public sources, private funding, donations, and grants to support the early learning system.

Early learning council must report its progress to the legislature no later than twenty days prior to the convening of the regular session of 2012.

Act takes effect on July 1, 2050.
