• Establishes the "Safe Schools Act" requiring public schools and charter schools to maintain and enforce anti-bullying and anti-harassment policies applicable to grades K-12

• Defines "bullying," "cyberbullying," and "harassment" based on severity, persistence, and creation of intimidating or abusive educational environments, including conduct based on race, color, national origin, sex, gender identity, sexual orientation, disability, religion, physical appearance, or socio-economic status

• Requires schools to implement procedures including annual staff training, investigation protocols, anonymous reporting mechanisms, data collection and public reporting of incidents, and age-appropriate consequences for perpetrators

• Mandates designation of primary contact persons in the Department of Education and charter school administrative offices to oversee policy implementation and receive all formal and informal complaints

• Requires the Department of Education to report to the legislature by twenty days prior to the 2012 regular session regarding implementation findings and recommendations
