Establishes a position of statewide fall prevention and early detection coordinator within the Department of Health, to be employed by the director without regard to civil service chapters 76 and 89.

Coordinator shall develop a statewide approach to falls among elderly persons (age 65+) by investigating dangers, examining fiscal impacts, recommending prevention programs, enhancing public awareness, increasing accessibility of fall prevention services, and promoting early detection methods.

Coordinator must collaborate with stakeholders including health care facilities, community coalitions, government agencies, and organizations concerned with protecting the elderly.

Coordinator shall report to the legislature no later than 20 days before each regular session beginning in 2013, describing progress in fall prevention implementation and fall-related impacts on the state's medical system and health care costs.

Appropriates unspecified general revenue funds for fiscal years 2011-2012 and 2012-2013 for the coordinator position, with appropriation effective July 1, 2050.
