Appropriates $50,000 for fiscal year 2011-2012 and $50,000 for fiscal year 2012-2013 to the Alzheimer's Association, Aloha Chapter, as a grant to support elder wanderer's registration services in Hawaii.

Requires funded organization to conduct targeted outreach throughout the state to increase enrollment in the national wanderer's registry and offer scholarships and subsidies to low-income families meeting U.S. Department of Health and Human Services poverty guidelines.

Mandates annual training for first responders and community members on awareness and best practices for search and rescue efforts for people with dementia.

Authorizes customized alerts and information updates through social media, when authorized by families, to assist with search and rescue efforts for missing individuals with dementia.

Addresses the growing Alzheimer's disease crisis in Hawaii, with an estimated 28,000 residents suffering from Alzheimer's disease and related dementia, noting that six out of ten people with these conditions will wander during their illness.
