Appropriates general revenue funds for fiscal years 2011-2012 and 2012-2013 to restore funding and positions for the homeless programs office within the department of human services.

Legislature finds that approximately 13,886 adults and children in Hawaii experienced homelessness in 2010, representing a three percent increase from the prior year.

Homeless programs office had lost half of its positions due to reduction-in-force and experienced budget reductions of millions of dollars in the previous fiscal year.

Office provides critical services including developing transitional facilities, providing shelter and social services, implementing statewide continuum of care, and integrating federal and state resources.

Act takes effect July 1, 2011.
