Establishes a child custody evaluator registry to be created by the Board of Family Court Judges on or before January 1, 2012, and maintained annually with information from evaluator annual declarations.

Requires all child custody evaluators and experts testifying on custody awards in family court to be registered in the registry; prohibits unregistered evaluators from being appointed or testifying.

Mandates child custody evaluators file annual declarations with the board containing professional licenses, qualifications, training, experience, criminal history, disciplinary actions, references, fees, and education.

Authorizes the Board of Family Court Judges to establish optional child custody evaluator certification program with requirements for licensing, education, experience, and specialized training.

Directs the board to establish child custody evaluation standards and best practices for evaluators to apply when recommending custody awards.
