Replaces all references to "mental retardation" with "intellectual disability" or "intellectually disabled" throughout Hawaii Revised Statutes to align with current terminology.

Adds new definition of "intellectual disability" as significantly subaverage general intellectual functioning resulting in concurrent moderate, severe, or profound impairments in adaptive behavior manifested during the developmental period.

Updates chapter and section titles, including Chapter 333F to "Services for Persons with Developmental or Intellectual Disabilities" and Part II of Chapter 324 to "Mental Health and Intellectual Disability Studies."

Modifies multiple statute sections (321-11.5, 321-15.2, 324-11, 346-29.5, 346D-2, 431M-1, and others) to substitute modern terminology consistently across all references.

Specifies that the Act does not change coverage, eligibility, rights, responsibilities, or definitions in the amended provisions; takes effect upon approval.
