Amends Section 346-53.6, Hawaii Revised Statutes to require federally qualified health centers and rural health clinics to be reimbursed for services covered by all MedQuest programs regardless of funding source.

Reimbursement rates for federally qualified health centers and rural health clinics must comply with Section 1902(bb) of the Social Security Act, as originally enacted in 2000 and amended in 2001.

Services provided by federally qualified health centers and rural health clinics remain mandatory services under the MedQuest programs.

Appropriates $2,000,000 for fiscal year 2011-2012 and $2,000,000 for fiscal year 2012-2013 to the Department of Health for direct medical care to the uninsured.

Effective date is July 1, 2011.
