Appropriates funds for the biennial budget of the Office of Hawaiian Affairs for fiscal years 2011-2012 and 2012-2013, known as the "Office of Hawaiian Affairs Appropriations Act of 2011"

Establishes position ceilings and appropriations from general funds (A) and trust funds (T) for three programs: Office of the Trustees (OHA150), Administration (OHA160), and Beneficiary Advocacy (OHA175)

Directs beneficiary advocacy funds toward social services including information and referral, case management, counseling, individual development accounts, and financial literacy assistance

Allocates beneficiary advocacy funds for educational enrichment programs serving native Hawaiian students in grades K-12 and for legal services addressing land rights, ahupua'a and kuleana tenant rights, and preservation of native Hawaiian entitlements

Authorizes the OHA Board of Trustees to transfer funds and positions between programs as needed and permits correction of clerical errors, with reports required to the legislature; effective July 1, 2011
