Establishes a nine-member task force administratively attached to the Office of Hawaiian Affairs to develop policies and procedures eliminating disproportionate representation of Native Hawaiians in Hawaii's criminal justice system.

Task force membership includes the Attorney General, Director of Public Safety, CEO of Office of Hawaiian Affairs, circuit court administrator, a circuit court judge, a criminologist, prosecutors, public defenders, and a public member.

Requires task force to recommend cost-effective mechanisms, legislation, and policies to reduce unnecessary involvement with the criminal justice system, including cultural and fiscal impact estimates.

Task force must submit final report to the legislature no later than twenty days prior to the 2013 regular session convening.

Task force sunsets on August 1, 2013.
