Expands the Public Utilities Commission from three to five commissioners, with requirements that the commission include at least two commissioners representing Hawaii, Kauai, and Maui counties (from different counties) and no more than two commissioners from the same professional field.

Establishes two subject-matter panels within the commission: one for energy and water/sewage utilities, and another for motor/water carrier transportation, telecommunications, and warehousing, with each panel consisting of two commissioners plus the chairperson.

Creates a new executive officer position to manage administrative functions, hire and supervise staff, and appoint independent attorneys for the commission, replacing prior authority held by the chairperson.

Requires the commission to hold public hearings with 30-day advance notice on affected islands before approving water carrier certificates, and establishes specific findings required before granting water carrier authorization, including analysis of impacts to existing carriers.

Appropriates funds from the Public Utilities Commission special fund for salaries of two additional commissioners and the new executive officer for fiscal years 2011-2012 and 2012-2013, with the act taking effect July 1, 2030.
