Requests the State Auditor to conduct an impact assessment report on S.B. No. 941 (2011), which mandates health insurance coverage for palliative care effective July 1, 2011.

Requires the assessment to evaluate both social and financial impacts of the mandated coverage, pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Establishes that palliative care addresses pain, stress, and debilitating symptoms of serious or chronic disease through holistic treatment and may be provided alongside curative treatments.

Requires the Insurance Commissioner to transmit copies of the resolution to all health insurers operating in Hawaii that issue health insurance policies.
