Establishes a joint legislative investigating committee to oversee investigation of the Department of Taxation's contract award and amendments to CGI Technologies and Solutions, Inc. for the Integrated Tax Information Management System (ITIMS).

Committee shall review contract award documents and SOW 1 and SOW 2 contracts to investigate issues raised in Senate Ways and Means Committee briefings and assess legal ramifications of DOTAX's contract actions.

Committee granted full investigative powers including issuing subpoenas, holding hearings, administering oaths, determining contempt, and recording proceedings under Hawaii Revised Statutes chapter 21.

Senate Special Committee on Accountability shall be appointed to investigate; House Speaker requested to appoint similar investigative committee for joint committee structure.

Committee shall submit written findings and recommendations to Legislature no later than twenty days before the 2012 Regular Session convening, then dissolve upon report submission.
