S.C.R. NO. 104 Summary

• Requests the Hawaii State Coalition Against Domestic Violence to convene a working group in partnership with the Department of Human Services, Department of Health, and Judiciary to develop a volunteer domestic violence assessment and case management unit.

• Directs the unit to address and appropriately respond to cases where allegations or a history of domestic violence has been raised or identified in child welfare matters.

• Requires the Hawaii State Coalition Against Domestic Violence to submit a report of findings and recommendations to the Legislature no later than twenty days prior to the 2012 Regular Session convening.

• Acknowledges that co-occurrence of domestic violence and child abuse is well documented and that overlooking or misdiagnosing domestic violence in child welfare cases can have catastrophic or life-threatening consequences.
