Requests establishment of a Hawaii Mental Health Commission to develop a unified state mental health delivery service across Hawaii.

Identifies current fragmentation of mental health services delivered by multiple state departments and agencies, causing delays and confusion for consumers and families seeking care.

Calls for transfer of certain mental health-related authority, duties, responsibilities, and jurisdiction from the Department of Health to the new Commission to improve service coordination.

Addresses gaps in mental health system including lack of outreach, preventive services, and early intervention programs that contribute to inadequate workforce recruitment and retention.

Directs transmission of the resolution to Hawaii's Congressional Delegation, Governor, county Mayors, and mental health advocacy organizations including Mental Health America of Hawai'i and the National Alliance on Mental Illness Hawai'i.
