Request the Legislative Reference Bureau to conduct a study on the Post Retirement Allowance established under Chapter 88-90, Hawaii Revised Statutes, for state and county employees.

Study should determine whether the fixed, uncompounded allowance (calculated as 2.5% of pension multiplied by years of service) is fulfilling its purpose of helping retirees maintain their standard of living and offset inflation.

Legislative Reference Bureau must report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session.

Certified copies of the resolution shall be transmitted to the Director of the Legislative Reference Bureau, Director of the Employees' Retirement System, President of the Hawaii State Teachers Association–Retired, and Hawaii Government Employees Association Retirees Unit.
