Requests the Department of Transportation to convene a working group to study the feasibility of implementing vehicular immobilization as a penalty for driving under the influence of alcohol convictions during license revocation periods.

Working group membership to consist of federal, state, and county agency representatives and community entities that previously contributed to the Hawaii Strategic Highway Safety Plan 2007-2012.

Working group must study seven specific issues: types of vehicle immobilization, other jurisdictions' experiences, case law precedents, enforcement procedures, liability and appeals processes, implementation costs and practicalities, and any other relevant issues.

Department of Transportation must report findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the start of the 2012 Regular Session.

Certified copies to be transmitted to the Director of Transportation, Attorney General, county prosecuting attorneys and police chiefs, and the Impaired Driving Emphasis Area Chairperson of the Strategic Highway Safety Plan.
