Requests the Department of Public Safety, Department of Hawaiian Home Lands, and Office of Hawaiian Affairs to consider entering into a memorandum of understanding to develop a community-based reentry program for offenders on Hawaii Island.

Authorizes the Department of Public Safety to purchase service contracts for adult offender reentry programs that provide individualized reentry plans for offenders in state correctional custody.

Identifies community-based programs as those administered and operated outside correctional facilities by community agencies, faith-based organizations, and non-profit entities rather than government agencies.

Notes that the Department of Hawaiian Home Lands' Land Management Division manages non-homestead lands that may be used for department operations beyond homestead purposes.

Requires the three agencies to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session convening.
