Requests the Auditor to conduct a sunrise review of proposed regulation of large-scale dog breeders and dog breeding facilities under Senate Bill No. 1522, S.D. 2, H.D. 1 (2011).

Proposes licensing requirements for large-scale dog breeders through the Department of Commerce and Consumer Affairs, documentation of breeding and caretaking practices, and authorization for unannounced inspections.

Identifies current lack of Hawaii state laws regulating large-scale dog breeders and potential for inhumane animal treatment including crowding, insufficient food and water, inadequate space, and insufficient time between breeding cycles.

Requires the Auditor to assess alternative forms of regulation and submit findings and recommendations to the Legislature no later than twenty days prior to the 2012 Regular Session.

Directs transmission of certified copies to the Auditor and Director of Commerce and Consumer Affairs.
