Requests the Department of Public Safety to provide security for the Hawaii State Hospital beginning September 1, 2011, in accordance with Hawaii Revised Statutes section 26-14.6.

Cites concerns about budget cuts, reduced security positions, high occupancy rates, an average of six escapes per year, and numerous staff assaults at the facility.

References a December 3, 2009 escape of a forensic patient committed in 2002 for allegedly kidnapping and sexually assaulting a child who remained at large over a year later.

Requests the Department of Health to advise the Department of Public Safety on appropriate security levels needed at the facility.

Directs the Director of Health, in collaboration with the Director of Public Safety, to submit a report to the Legislature by twenty days before the 2012 Regular Session detailing security plans, strategies, and long-term approaches for the facility and the State's aging forensic population.
