Requests convening of a task force to develop a process for creating a Citizen Road Watch program to address speeding in Hawaii neighborhoods.

Task force composition includes one Senate member, one House member, representatives from state and city transportation departments, Honolulu Police Department, Honolulu Prosecuting Attorney, State Public Defender, Oahu Metropolitan Planning Organization, and two Oahu Neighborhood Board representatives.

Cites 2010 data showing traffic fatalities on Oahu exceeded 2009 levels, with speed as a factor in over 40% of fatalities and pedestrian deaths nearly doubling compared to 2009.
