Requests the Chairperson of the Board of Land and Natural Resources to report to the Legislature by December 15, 2011 on the progress of the Koke'e State Park Advisory Council regarding implementation of the Koke'e State Park Master Plan.

Establishes accountability for the advisory council, which was created by Act 223 (2008) and has five designated responsibilities including reviewing the master plan, managing recreational cabin leases, and protecting natural and cultural resources.

Notes that nearly three years after the advisory council's creation, there is unclear progress on implementation of the Koke'e State Park Master Plan.

Requests that the report include the advisory council's recommendations for implementing the master plan.

Directs that certified copies of the resolution be transmitted to the Koke'e State Park Advisory Council Chairperson, Board of Land and Natural Resources Chairperson, Senate President, and House Speaker.
