Urges Hawaii's congressional delegation to call for comprehensive, independent testing and monitoring of radioactive contamination at the Pohakuloa Training Area on the Big Island with civilian oversight.

Notes that the U.S. Army confirmed use of depleted uranium M101 spotting rounds at Pohakuloa Training Area, Schofield Barracks, and possibly other Hawaii sites after years of denial.

States the Army's Nuclear Regulatory Commission license to possess depleted uranium expired in 1964, and less than one percent of the 133,000-acre installation has been tested for contamination.

Requests that congressional members seek federal funding to support the testing and monitoring effort.

Directs transmission of certified copies to the President, U.S. Pacific Command, Army Garrison-Hawaii, Defense Appropriations Subcommittees, the Governor, and Hawaii's congressional delegation.
