Request the Department of Public Safety to determine the feasibility of establishing an earned-time credit program for Hawaii inmates based on studying similar programs in other jurisdictions.

Earned-time credits reward inmates for positive behavior and participation in education, substance abuse treatment, vocational training, and other rehabilitative programs.

Direct the Department to analyze appropriate criteria for an earned-time program applicable to inmates incarcerated both in Hawaii and on the mainland.

Require the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2012 Regular Session.

Transmit copies of the resolution to the Governor, Director of Public Safety, Hawaii Paroling Authority Chair, and relevant legislative committee chairs.
