Urges the Hawaii Judiciary to expedite the selection of a site for the Kona Judiciary Complex.

Requests that the Judiciary consider Lāiʻōpua (tax map key 3-7-4-021:003), a site under Department of Hawaiian Home Lands jurisdiction, as a potential location for the complex.

Notes that North and South Kona represent approximately 25 percent of Hawaii County's population, projected to increase 52.5 percent by 2020.

Identifies current court facilities in West Hawaii as grossly inadequate, scattered across multiple unsuitable buildings, and lacking modern courtroom design, appropriate holding facilities, parking, and ADA compliance.

Urges the Department of Hawaiian Home Lands to cooperate with the Judiciary in selecting a site for the complex.
