Requests the Department of Public Safety to convene a task force to explore feasibility of opening a wellness center focused on community reentry programs near Hilo International Airport.

Task force shall address the need for additional facilities to support returning Hawaii inmates currently housed in Mainland correctional facilities.

Task force composition includes the Director of Public Safety (or designee), Chairperson of Hawaiian Homes Commission (or designee), representatives from Keaukaha Panāewa Farmers Association and Keaukaha Community Association, Inc., and other vested stakeholders.

Department of Public Safety must submit a report to the Legislature no later than twenty days before the 2012 Regular Session convening, including descriptions of existing reentry programs, program criteria, number of inmates in community-based programs, expansion issues, and a work plan.

Certified copies of the resolution shall be transmitted to the Director of Public Safety, Hawaiian Homes Commission Chairperson, and the two Keaukaha community organizations.
