Director of Health urged to convene task forces with counties (excluding Kalawao County) to study feasibility of providing community benefits packages for neighborhoods and health centers closest to landfills.

Task forces to be established beginning with the most populous county and proceeding in decreasing order by population.

Most populous county task force to report to Legislature no later than twenty days before the 2012 Regular Session convening, then cease to exist.

Second, third, and fourth most populous county task forces to report to Legislature twenty days before the 2013, 2014, and 2015 Regular Sessions respectively, then cease to exist.

Certified copies to be transmitted to the Director of Health and the Mayors of the four most populous counties.
